ITANAGAR, Oct 18: Expressing serious concern over soaring prices of all essential items, the state unit of Bharatiya Janata Party (BJP) today demanded the state government to regulate market prices of all essential items in the state on weekly basis.
Blaming the state government for the skyrocketing prices of essential items, especially vegetables, BJP spokesperson Techi Necha, in a release, said that the ruling Congress Government in the state led by Chief Minister Nabam Tuki has totally ignored the interest of common men (aam admi). “The skyrocketing price of essential items, especially vegetable is burning holes in the common men’s pocket and they are struggling to make both ends meet,” the party spokesperson said. He urged the chief minister to mitigate the people’s misery instead of announcing various programmes and policies in paper only.

Project monitoring committee meeting held
ITANAGAR, Oct 18: A project monitoring committee (PMC) meeting was organized at Aalo on October 16 last by Young Mission Adventure Club (YMAC).

Speaking on the occasion, Prof. Mibang highly appreciated the efforts of the author and suggested for protection, preservation and promotion of own languages.
“Loss of language means loss of culture and identity,” he opined.
He also suggested for developing a common language and script for Arunachal Pradesh.
NES president Bengia Tolum also lauded the work and said he himself is involved in promoting Nyishi language, but this is for the first time he is releasing a book on Nyishi language.
While explaining some Nyishi words and roots words, he said the book is unique gift to preserve and promote Nyishi language.
Tolum also suggested for developing a common language and scripts for the Tani tribes and, if possible, for Arunachal Pradesh. While briefing about the book, Dr. Nakha said that this book will give a solution to the dialectical variation and words variation by providing synonyms of the Nyishi words and their English meanings. He cited examples, like Renam/ranna/Nyinam (act/action),aching/aping/achin/dugu (cooked rice). The book also deals with indicatives words, like aken (humen), daarr (animal), powh (birds/round objects),cheer(fish/insects/ tiny object),sow (rope/string of beads/snakes/cane/creeper),daa(stick/dao), neeh( standing tree), he said.
The objective of this book is to provide clear understanding and guide to the learner, he said adding that the rules followed in the Nyishi language have been dealt with for enabling the learner express themselves in Nyishi of their own. The book also deals with us of suffix and prefix in Nyishi language, he said.
“The suffix and prefix play very important role in the Nyishi communications system, he said and gave some examples, like daa/dee/maa (negative/ undone task), angmaadaa/ angmaadee /yangmodaa (yet to go), bengmaa (did not say), yupmaa dee/daa(yet to sleep), paa/kuu (positive/ completed task), angpaa/ angpaaku( gone), bengpaa/ bengpaakuu (already talked), Yuppaa/ yuppaakuu (already slept), doo/du (going on task), angdoo/angduu (its moving), bengdoo/bengduu( talking), yupdoo/yupduu (sleeping).
It also deals with translation of Nyishi words into English. The book also deals with more than 250 proverbs in Nyishi which are translated into English.
The book is divided into three main chapters where chapter one deals with formation of words and role of suffix and prefix, chapter two with Nyishi words translated into English and chaper three with Nyishi proverbs translated into English.
It also deals with human anatomy in Nyishi and code words used for animals during hunting and trapping.
“The fundamental aim of writing this book is to document, preserve and promote this ‘dying’ language,” the author said. The interaction with other society, culture and language has threatened survival of Nyishi language, he opined.
This book covers words from various field of knowledge such as astronomy, astrology, spiritualism, geography, human anatomy, physiology, psychology, agriculture.
The programe was attended by NES general secretary Tarh Tabin, Nyishi Nyam Acham president Khoda Moriam, Ditector Printing Charu Tajuk, Nabam Welfare Society chairman Nabam Epo, Registrar, RGU Dr. Rachob Taba and Secretary, Nyishi Indegenous Faith and Culture Society (NIFCS) Dr. Hui Tag and faculty members, employees and student of RGU.

This is the second edition of ITM after the first one was conducted at Guwahati in January last.
By organizing the second edition of the International Tourism Mart at Tawang, the Central Govt is facilitating the tourism growth in North east region particularly Arunachal Pradesh. The mart will also showcase the varied topography of the region, its flora and fauna, the ethnic communities with their rich heritage of ancient traditions and lifestyles, festivals, arts and crafts.
Meanwhile, Tawang wore festive look with posters of different culture and tribes of the north east state around the venue at Kalawangpo Conference Hall.
“Tawang is fully prepared to host the big event,” said visibly happy Tourism Minister Pema Khandu. He further informed that hoteliers, tour operators and officials from 22 countries besides the delegates from eight Northeast states and West Bengal are taking part in the ITM Tawang.

Orgs demand exemplary punishment to killers of youth
ITANAGAR, Oct 18: Tai Khampti Singpho Council (TKSC), All Tai Khampti Singpho Student Union (ATKSSU), All Namsai Area Youth Association (ANAYA), in a memorandum, have demanded the Namsai Additional Deputy Commissioner (ADC) to award exemplary punishment to the killer(s) of Chow Chantakung Manphai and provide adequate compensation to the family members of the deceased.
Chantakung Manphai was killed after abducted by three Chakma persons recently and his body was recovered from Reserved Forest at Diyun. All the culprits allegedly involved in the incident have been arrested and a case has been registered at Diyun Police Station, they informed.
While expressing grave concern over rising incidents of crimes, like murder, kidnapping, rape, extortions etc. allegedly committed the by Chakma refugees in Lohit and Changlang district, the memorandum urged the ADC to conduct detailed survey of Chakma refugees to identify the genuine refugees and deport new immigrants/infiltrators. The memorandum further the demanded the ADC to flush out the Chakma refugees from unauthorized forest areas and put them to their designated camps/settlement areas with proper documents and identity card etc, proper enquiry into alleged issuance of duplicate birth and death certificates to Chakma refugees, create separate cell/department of Chakma refugees with officers designate to check and regulate their movements and activities etc.
They also urged the State Govt. to permanently solve the refugee problem in both the districts.
CM enrolled, Biometric enrolment under NPR from Oct 21
ITANAGAR, Oct 18: Chief Minister Nabam Tuki got himself registered under the National Population Register (NPR) through Biometric Enrolment late Wednesday evening last, marking the official launch of the biometric census operations in Arunachal Pradesh.
A team of officials lead by Jt Director, Census Operations, Shillong, B Chanda and Capital Deputy Commissioner Sanjay Goel called on the Chief Minister and enrolled him in the NPR through biometric system. Besides his personal details, digital impressions of the Chief Minister’s fingerprints and iris were recorded in the system that would be linked to his Aadhar card number.
Biometric enrolment of the general public would begin from 21st of this month.
The objective of the NPR is to create a comprehensive database in the country with full identification and other details by registering every usual resident in the country. This would help in better targeting of the benefits and services under government schemes, programmes, improve planning and prevent identity fraud.
“This is good. This would check the practice of double beneficiaries of government schemes and stop bogus or fraudulent voters!” Tuki observed. He appreciated the initiative and advised representatives of Indian Telecom Industries Ltd, Palakkad that will do the biometric exercise in Arunachal Pradesh through two service providers – WebX Technologies, Guwahati and Quick Data Services, Kolkata, to take up the exercise in right earnest. He also called on them to travel to all villages – even if remote – to enroll each and every citizen of the state.
China hopeful of visa agreement during PM's visit
Beijing, Oct 18: China on Friday sounded hopeful about reaching an agreement on liberalisation of visa regime during Prime Minister Manmohan Singh's visit here next week, even though India has deferred a decision on the issue.
"Relaxation of visa regime will facilitate personnel exchanges, economic and trade cooperation," Chinese Foreign Ministry spokesperson Hua Chunying told a media briefing here in response to questions on the possibility of an agreement on the visa liberalisation for Chinese nationals. "If we sign a deal we welcome the deal. The relevant authorities are in close communication. Whether the two sides can sign this agreement during Singh's visit I cannot provide the details. We will pay close attention to the relevant work," she said.

An agreement on liberalisation of visa regime was on cards as the two countries were engaged in intense negotiations to step up economic and trade ties in the run up to the Prime Minister's visit.
However, the Indian Cabinet yesterday deferred a decision on easing visa norms for Chinese nationals, especially those travelling for business purposes.
It is not clear whether it could happen during his visit as any agreement with foreign countries has to be approved by the Cabinet before it is inked.
The Cabinet proposal sought to liberalise the policy due to expansion in trade between the two countries and subsequent increase in visits by Chinese businessmen. These visitors belong mainly to the Information Technology and infrastructure sectors. PTI

He disclosed that the Election Commission of the state has detected 27,000 double entries out of which Siang is likely have a share of more than 3000 and it is important for the Political Parties to appoint BLAs to work hand in hand with the BLOs to pin point and eliminate such double entries and bogus voters. The appointment of only 10% of BLAs so far is quite discouraging and parties can appoint one BLA for two election booths in the absence of manpower, he said.
Hearing the Grievances of the all Political Parties, he said that election has a defined set of guidelines and calendar of events and all election related works are to be completed within the ambit of those guidelines and stipulated time without any scope for complaint and rollbacks. This can be possible through the collective effort of the election machinery and cooperation of the political parties and any false declaration by the political parties and misdeeds by the election related officers will attract fine and imprisonment under appropriate section of law depending on the gravity of offence.
The Observer also visited few Election Booths of Aalo township and its vicinity. The DEO West Siang M.K. Sahoo elaborately outlined the preparation of Electoral Roll in the district on Training to BLOs, establishment of toll free Grievance Management System, tackling the double entries and vogus voters.
He said that the election is a time bound and non negotiable process and assured the political Parties of a fair Electoral Roll. He sought cooperation from all Political Parties. Moki Loyi, ERO Aalo West also highlighted the efforts taken in the district to prepare a fair electoral roll in the district.

Kamba ADC clarifies on highway compensation allegation
AALO, Oct 18: A meeting was convened to address allegation made by GSU on ADC and ADO Kamba for collection of 3.5% illegally from the double lane land compensation package and demand for return of payment and resultant phase wise agitation called by the GSU was held under the chairmanship of Nyiken Lollen, ADC Kamba at his Office chamber today.
The ADC and ADO Kamba clarified their stand that they have no role in the collection of the alleged percentage but the President of Project Affected Private Land Owners Association Tumge Ete acknowledged that it was their organization which had collected the amount as agreed by the land owners prior to payment of the compensation.
All leaders including the Hirik Hiru Student Union condemned the GSU for creating an atmosphere of distrust and instead appreciated the ADC and ADO Kamba for their impartial handling of the case and absolved them from all allegations.
Lijum Ronya and Nyamar Karbak said that the GSU has no role to play in it and in case of any problem the land owners will take up the matter by themselves.
It was unanimously decided to constitute a Committee under the chairmanship of Gedo Kato, ZPM Kamba and the Committee will be responsible for all matter relating to the return of payment of the double lane compensation package and henceforth no organization will deal or contact with the administration in such matter. The phase wise dharna proposed by the GSU was unanimously condemned and house urged the GSU to refrain from such dharna. It was also suggested that the sentiments of the public should be respected and no agitation shall be allowed in Kamba.

NGOs appeal to protect burial ground from encroachers

DAPORIJO, Oct 18: Since few years, some unscrupulous people in Daporijo Township are allegedly acting as land brokers giving birth to rampant land encroachment. Even, the encroachers have not spared the burial cum cremation ground here which has become a matter of serious concern.
Expressing serious concern over involvement of some local people in the encroachment of the burial ground cum cremation ground many NGOs, organizations, associations, including Tagin Cultural Society, All Nyishi Youth Association Upper Subansiri unit, All Upper Subansiti District Contractor Welfare Association, Arunachal Vigilance Forum Upper Subansiri unit, Gandhi Market Welfare Society, of the district have voiced against the illegal act and come forward to save and protect it from further encroachment.
While condemning the illegal act, TCS appealed to the district administration to save the public space from further destroying.
In separate press releases, every NGO has expressed their concern over the illegal act and demanded the authority to protect it. They also criticized the district administration for being mute spectator towards the serious problem.
Reportedly, encroachers are not allowing the public to use the public space for which it was meant and developed for with central fund. They (encroachers) have also removed the plate/board where the name (of Burial cum Cremation ground) of the central project was inscribed.
Most of the cement concrete wall of the burial ground has been dismantled and two sheds made for cremation completely destroyed by the encroachers. But, there is still no legal action against those culprits.
Before the implementation of the central project, the area located at out side the Daporijo town was lying unused and nobody resided there permanently. The burial ground was developed by spending crores of rupees funded by central government few years back.
Meanwhile, the NGOs, organizations/associations appealed to higher authority to take appropriate measures to protect the burial cum cremation ground failing which they threatened to launch democratic movement.
