Bandh passes of peacefully

ITANAGAR, Oct 18:  Liromoba Circle Welfare Association (LCWA), in a release informed that the 24 hours Liromoba bandh on October 16 passed of peacefully and successfully.

The association gave first phase of Liromoba bandh on August 15 this year in protest against non-fulfillment of various demands, which included, immediate maintenance of Ligo Mini Micro-Hydel project, immediate posting of medical officer at Liromoba PHE, improvement in BSNL service, proper implementation of Mid Day Meal scheme at GHSS Liromoba, maintenance of Tai Bridge BRTF Road to Bege village.

The association also demanded the competent authority to instruct various government officers and officials posted in Liromoba to attend office regularly. The association alleged that most of the officials posted in Liromoba stay at Aalo and draw salary at the end of the month without attending office for a single day.

The association threatened to launch third phase of their democratic movement in form of 100- hr Liromoba bandh in December if the demands are not fulfilled at the end of November next.

 

Tuki visits Tawang monastery

TAWANG, Oct 18: Chief Minister Nabam Tuki, who arrived here today, to inaugurate the three-day International Tourism Mart-2013 tomorrow, visited Tawang Monastery along with Tourism Minister Pema Khandu to pay his obeisance to Lord Buddha.

The chief minister met His Eminence Lobsang Tenzin, 5th Samdhong Rimpoche, who is on his tour to this religious abode. Tuki discussed on ways to promote religious tourism as lakhs of pilgrims visit the monastery, the second largest in Asia.

He thanked the Rimpoche on behalf of the state government for visiting Tawang to bless the people of the state.

The chief minister later visited nearby Singsur Ani Gonmpa to inspect the first ever nunnery, under construction.

It may be mentioned here that it would be the first ever nunnery in the entire North East region that would provide education along with religious teachings to women monks.

The CM also visited the Tawang War memorial and placed a wreath in honour of the martyrs of 1962 Chinese aggression.

Regulate market price: BJP

ITANAGAR, Oct 18: Expressing serious concern over soaring prices of all essential items, the state unit of Bharatiya Janata Party (BJP) today demanded the state government to regulate market prices of all essential items in the state on weekly basis.

Blaming the state government for the skyrocketing prices of essential items, especially vegetables, BJP spokesperson Techi Necha, in a release, said that the ruling Congress Government in the state led by Chief Minister Nabam Tuki has totally ignored the interest of common men (aam admi).  “The skyrocketing price of essential items, especially vegetable is burning holes in the common men’s pocket and they are struggling to make both ends meet,” the party spokesperson said. He urged the chief minister to mitigate the people’s misery instead of announcing various programmes and policies in paper only.

 

11 booked under ‘no work no pay’

ITANAGAR, Oct 18: Continuing its tough stand against absenteeism by teachers, 11 teachers from various schools within eight blocks of East Kameng district have been booked under “No Work No Pay” rule in September, informed East Kameng DDSE, in a release.

Further, salaries of 37 teachers have been held up as per SSA norms for being absent from duty (school) during the month, the release added.  Earlier, 27 teachers were booked under “No Work No Pay” rule during June-August and salaries of 25 were held up for being found absent during unannounced visit of school by the DDSE and his team, the release added.

 

Apang congratulates Gum Tayeng

ITANAGAR, Oct 18: Former Chief Minister Gegong Apang extended his heartiest congratulation to Gum Tayeng on being elected unopposed from the Dambuk Assembly constituency.

In his congratulatory message, Apang said “I am sure you will continue to take forward the legacy of the good works done by your late husband Jomin Tayeng for the welfare of the state in general and your constituency in particular. The election has also shown  the love and affection the people have on your family and also the political sagacity of the people of the area”.

 

Relief sought

ITANAGAR, Oct 18: The farmers of the Raga area have suffered heavy loss as the  drought has completely damaged their paddy fields. During recent survey in the  agriculture field in Raga area, a joint team of agriculture department of Raga sub-division  and  panchayat leaders of Raga zilla segment found that drought has engulfed the paddy field and damaged the food grains, said ZPM Maga Mala of Raga Anchal Samiti in a release today. He appealed to the administration to provide immediate relief to the affected farmers. However, the ZPM claimed that the  Raga ADC in a meeting with panchayat leaders  has assured to provide all possible help to the victims of drought.

 

703 multiple voters detected at East Kameng District

SEPPA, Oct 18: The Election Commission of India has detected 703 numbers of double/Multiple Voters/Electors in East Kameng District through Commission’s de-duplication software.

Therefore, it is hereby inform to all voters whose name are included in two or more locations in the Electoral Rolls of this district are appealed to verify their names before concerned EROs/AEROs and should made their claim and objection on or before October 21.

NHPC contributes playground equipments for children Park

ITANAGAR, Oct 18: NHPC Limited contributed children playground equipments for Children Park at Tawang under its Corporate Social Responsibility (CSR) scheme.

Five different types of play equipments, namely Multiplay system, Sea saw double, whirl, Fancy swinger and single post swing have been installed at Children Park by NHPC.

Earlier, plantation drive was also done around the Park on the occasion of World Environment Day-2013 by NHPC in association with Forest Department to beatify the park. The Children Park is being developed and maintained by Tawang District Administration.

NHPC is undertaking CSR activities in and around of its Tawang HE Projects (St-I &II) for benefits of local people.

 

BS&G team represents Arunachal in regional level trekking cum Nature Study prog at Manipur

ITANAGAR, Oct 18: A 10 member Bharat Scouts and Guides (BS&G) contingents from Arunachal Pradesh participated in the Regional level Trekking cum Nature Study Programme held at Langol Imphal, Manipur from October 1 to 7.

Led by unit leader Take Lusi Sorum, apart from the host state, Assam, N F Railways, Nagaland and Sikkim also participated in the event which was themed ‘Empowering youth can change the world.’

During the four-day long extensive trekking, the contingents visited Indo-Japan Peace Memorial, INA War Memorial & Museum, Loktak Lake, Korang Island, Manipur Mountaineering Training Institute, Laimathak Hill Top and Sadu Charu water fall. The contingents were also made familiar with the lifestyle habits of Manipuri people.

 

BJP to pay homage to Indo-Sino war martyrs at Walong

ITANAGAR, Oct 18: The rank and file of Bharatiya Janata Party (BJP) embarked on a journey to pay homage to the unsung heroes of 1962 Sino-India war, who had sacrificed their lives for the motherland on the banks of Namti stream under Walong circle.

State BJP president Tai Tagak, Anjaw district BJP president Sotai Kri, host of national and state level party leaders are taking part in the event which will be flagged off at Hayuliang on October 20.

The team would visit Hawai town, the headquarters of Anjaw district and interact with the local villagers on issues relating to development. Thereafter, the team will proceed to Kibitho, the last village under Indian administration in Anjaw district. The team would also visit Dong, the spot that experienced the first sunrise of the millennium. The team would then halt at Walong and pay homage to the Sino-India War martyrs of 1962 War in the morning of October 22.

In the last part of the journey, the team will visit Chaglagam to interact with the villagers and take first hand knowledge of the situation regarding incursion by Chinese Military on August 17.

 

Cash incentive for APPSCE qualifiers

ITANAGAR, Oct 18: Cash incentives were given to all the seven APPSCE preliminary qualifiers within the jurisdiction of HHSU, Kamba, West Siang district as a token of encouragement in a simple but impressive function organized by HHSU at Kamba Bango Dere today. The incentive was sponsored by Nyamar Karbak, former general secretary, Indian Youth Congress and vice president, APYC.

While handing over the cash incentives to the qualifiers, Karbak, encouraged the talented youths of the area and urged them to study hard to crack the main examination. He also urged the parents to extend full support to their wards, encourage and help them achieve their desired goal.

Parents of the prelim qualifiers, GBs and panchayat leaders of the area were present during the function.

 

Core problems of DIET Kamki discussed

Aalo, Oct.18: The District Advisory Committee of DRC/DIET Kamki meeting was held on Oct 15 last under the chairmanship of West Siang Deputy Commissioner M.K. Sahoo  at his office chamber to discuss wide range of issues that confront the smooth functioning of the institution.

The Committee touched all field level core problems like creation of posts of peon, Chowkidar cum Mali, UDC, LDC, Accountant, requirement of library books, NCTE recognition for D.EL.Ed. The civil nature of works like toilets for girls and teachers, renovation of hostels, staff quarters, conference hall  were comprehensively worked out and proposals have been sent to appropriate authority for due consideration.

The meeting was attended  by Aalo DDSE Tomi Doke and  Shambhu Singh, Lecturer Maths In Charge DRC/DIET Kamki also gave their suggestions. DIPRO

ITANAGAR, Oct 18: Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) general secretary Gichik Taaza today attended the three days personality development programme for youth organized by Vivekananda Kendra Vidhyalaya (VKV), PTC, Banderdewa.

Addressing the students, Taaza explained the meaning of culture and religious thoughts., “Culture without faith is like body without Soul, ” he opined and said that Culture and Faith are like two sides of the same coin which is in-separable.

World Food Day observed

ITANAGAR, Oct 18: The Community Food and  Nutrition Extension Unit, Ministry of Women and Child Development, GoI, Itanagar unit observed World Food Day at Government Secondary School, Chimpu here today.

Attending its inaugural session, school headmaster Tabom Koyu talking about the significance of the day said that the adoption of right to food guidelines by the governing council of FAO in 2004 was one of the most revolutionary steps in the history of right to food.

Demonstration officer of the unit, B Bordoloi delivered the keynote address.

On the occasion, one mini exhibition and a quiz competition was organized amongst the class X students. A total of 10 participants took part in the quiz competition.

 

AAPHWS alleges illegal appointment

ITANAGAR, Oct 18: Claiming that a non-disabled person is being appointed for the post of AFA Jr against the reserved quota for PWD (people with disability), the Arunachal Pradesh Handicapped Welfare Society (AAPHWS) has sought termination of the Director, Agriculture.

In a representation submitted to the chief secretary, alleging the director of illegally appointing a non-disable person against  the 3  per cent reserved quota for PWD, it also asked for immediate cancellation of the appointment order and re-conduction of interview for the post.

Its other demands are immediate advertisement of the backlog 3 percent PWD reserve quotas of different categories of posts in Agriculture department from 1995 onwards and construction of ramps for PWD in the multi-story buildings of agriculture department in all the districts.

Further asking for fulfilling the demands within 15 days, it warned of taking up the matter in the national level and in the courts for justice.

 

Appeal to defer bandh

ITANAGAR, Oct 18:  The Core Committee for All East Kameng Students’ Union (AEKSU) urged Bana Pampoli Area Trans Highway Affected Welfare Committee (BPATHAWC) to defer its 48-hr Bana to Seppa bandh call from September 22 as the proposed bandh will hamper the smooth conduct of the AEKSU conference scheduled on October 25.

While supporting the demands of the Committee, the AEKSU Core Committee, in a release said that the proposed 48-hr bandh two days before the conference will not only create problem in preparation of the conference but also cause great inconvenience to the delegates in reaching the conference venue.

It also appealed to the District Administration to hear the grievance of the people and solve the crisis amicably.

 

Project monitoring committee meeting held

ITANAGAR, Oct 18: A project monitoring committee (PMC) meeting was organized at Aalo on October 16 last by Young Mission Adventure Club (YMAC).

Attending the meeting, Chairman of the PMC, Chief Manager, SBI Aalo, Anil Kr Baruah, appreciating YMAC chairman Yomjum Yongam for successfully implementing SHG projects in the district for the upliftment of the rural economy advised all the participating Self Help Groups (SHGs) to follow the guidelines of SHG formation.

Tamar Baki, who looks after SHG in DRDA, West Siang district, while informing that SHGs are not functioning well in areas like Yomcha, Liromoba, Likabali, Monigong, Tato, Gensi etc, he called for creating awareness programme in the said areas.

During the meeting, many SHG members spoke about their difficulties.

Book on Nyishi words and proverbs released

As languages disappear culture dies: Prof. Mibang

ITANAGAR, Oct 18: A book titled The Nyishi Words and Proverbs authored by Dr. Nabam Nakha Hina, Assistant Professor, Department of Political Science, Rajiv Gandhi University (RGU) was jointly released by Prof. Tomo Mibang, Vice-Chancellor of Rajiv Gandhi University and Bengia Tolum, President, Nyishi Elite Society in a programme organized by the Department of Political Science, RGU.

Speaking on the occasion, Prof. Mibang highly appreciated the efforts of the author and suggested for protection, preservation and promotion of own languages.  

“Loss of language means loss of culture and identity,” he opined.

He also suggested for developing a common language and script for Arunachal Pradesh.

NES president Bengia Tolum also lauded the work and said he himself is involved in promoting Nyishi language, but this is for the first time he is releasing a book on Nyishi language.  

While explaining some Nyishi words and roots words, he said the book is unique gift to preserve and promote Nyishi language.

Tolum also suggested for developing a common language and scripts for the Tani tribes and, if possible, for Arunachal Pradesh. While briefing about the book, Dr. Nakha said that this book will give a solution to the dialectical variation and words variation by providing synonyms of the Nyishi words and their English meanings. He cited examples, like Renam/ranna/Nyinam (act/action),aching/aping/achin/dugu (cooked rice). The book also deals with indicatives words, like aken (humen), daarr (animal), powh (birds/round objects),cheer(fish/insects/ tiny object),sow (rope/string of beads/snakes/cane/creeper),daa(stick/dao), neeh( standing tree), he said.

The objective of this book is to provide clear understanding and guide to the learner, he said adding that the rules followed in the Nyishi language have been dealt with for enabling the learner express themselves in Nyishi of their own. The book also deals with us of suffix and prefix in Nyishi language, he said.

“The suffix and prefix play very important role in the Nyishi communications system, he said and gave some examples, like daa/dee/maa (negative/ undone task),  angmaadaa/ angmaadee /yangmodaa (yet to go), bengmaa (did not say), yupmaa dee/daa(yet to sleep), paa/kuu (positive/ completed task), angpaa/ angpaaku( gone), bengpaa/ bengpaakuu (already talked), Yuppaa/ yuppaakuu (already slept),  doo/du (going on task), angdoo/angduu (its moving), bengdoo/bengduu( talking), yupdoo/yupduu (sleeping).  

It also deals with translation of Nyishi words into English. The book also deals with more than 250 proverbs in Nyishi which are translated into English.

The book is divided into three main chapters where chapter one deals with formation of words and role of suffix and prefix, chapter two with Nyishi words translated into English and chaper three with Nyishi proverbs translated into English.

It also deals with human anatomy in Nyishi and code words used for animals during hunting and trapping.

“The fundamental aim of writing this book is to document, preserve and promote this ‘dying’ language,” the author said. The interaction with other society, culture and language has threatened survival of Nyishi language, he opined.

This book covers words from various field of knowledge such as astronomy, astrology, spiritualism, geography, human anatomy, physiology, psychology, agriculture.

The programe was attended by NES general secretary Tarh Tabin, Nyishi Nyam Acham president Khoda Moriam, Ditector Printing Charu Tajuk, Nabam Welfare Society chairman Nabam Epo, Registrar, RGU Dr. Rachob Taba and Secretary, Nyishi Indegenous Faith and Culture Society (NIFCS) Dr. Hui Tag and faculty members, employees and student of RGU.

The works was supported by Nabam Welfare Society.

ITM begins at Tawang today

TAWANG, Oct 18: The delegates from across the world have thronged at picturesque Tawang, as the stage is all set for the 2nd International Tourism Mart (ITM) which begins tomorrow. Chief Minister Nabam Tuki will inaugurate  the three days mega event.

Being organized by the Union Ministry of Tourism, the mega event will give focus on promotion of travel and tourism activities in North-East region.

Thousands of tour operators, hoteliers and officials from different parts of India and abroad have descended at “the Gateway of Serenity” (Tawang) to explore the untapped tourism potentiality of Arunachal Pradesh.

This is the second edition of ITM after the first one was conducted at Guwahati in January last.

By organizing the second edition of the International Tourism Mart at Tawang, the Central Govt is facilitating the tourism growth in North east region particularly Arunachal Pradesh.  The mart will also showcase the varied topography of the region, its flora and fauna, the ethnic communities with their rich heritage of ancient traditions and lifestyles, festivals, arts and crafts.

Meanwhile, Tawang wore festive look with posters of different culture and tribes of the north east state around the venue at Kalawangpo Conference Hall.

“Tawang is fully prepared to host the big event,” said visibly happy Tourism Minister Pema Khandu.  He further informed that hoteliers, tour operators and officials from 22 countries besides the delegates from eight Northeast states and West Bengal are taking part in the ITM Tawang.

The Union Tourism Secretary Parvez Dewan along with Additional tourism Secy Giri Shankar, additional director general A.K Gupta and other officials have also arrived Tawang to conduct the global event smoothly.

 

 

NCP state unit merges with PPA

ITANAGAR, Oct 18: In a major development to the political scenario in the state, the Nationalist Congress Party (NCP) has been dissolved and has merged with the regional party, People’s Party of Arunachal.

Addressing the media persons during a press conference here today, Kahfa Bengia, NCP state unit president while confirming the dissolving of its party blamed NCP’s non-committal attitude and lack of clear political identity that led to the dissolving of its unit. Bengia has been appointed as the Working president of PPA.

“Now that we have merged with the regional party, the regional aspirations will be taken care of unlike the national political parties who have always sidelined the regional sentiments. Our life will be meaningful if we can work for the welfare of the people,” he said expressing contentment.

“People are now realizing and are frustrated with the high command policy of the centre,” Bengia exhorted.

PPA Chairman Kameng Ringu welcoming the merging of the party said, “If regional parties do not come up, we cannot do anything for the welfare of our own people. Arunachal is a rich state and we can harbor a lot from the state itself without having to ask from outside.”

“Time has come to pave way for the peaceful progress of the party,” he added.  Nikh Kamin is the president of the party.

Earlier on April 10 this year in a similar situation, state witnessed the dissolving of Trinamool Congress (TMC) and the lone TMC MLA from Roing Laeta Umbrey joined PPA.

 

 

Land acquisition for TAH to be carried out soon

AALO Oct, 18: Land owners, PRI leaders, GBs of Tai to Gabu stream in particular have been intimated that Govt. of India, Ministry of Road Transport & Highway (MORTH) is going to construct the Trans Arunachal Highway connecting  various districts which also passes through West Siang district via Tai, Tirbin, Bam, Bagra, Aalo, Jini upto Gabu stream.

As the Ministry of Road & Transport has given approval strip plan/Road alignment for construction of said Trans Arunachal highway, State Govt has directed the district administration to acquire land for construction of said road as per approved strip plan. Compensation assessment team of Govt is ready to pay the adequate compensation for affected land & assets which fall under the proposed road and the compensation assessment team is being deputed for assessment of compensation.

Survey and verification of land corridor of width 24 mtrs in open area and 20 mtrs in built up area along with the proposed National Highways 229 from Tai to Gabu Stream via Bame Tri-Junction in West Siang District will be carried out by the compensation assessment team shortly.  In case of acquisition of land corridor beyond the scheduled specification as per strip plan/alignment plan approved by the Ministry of Road Transport and Highways, Govt of India a reasonable compensation shall be paid for the additional land acquired for the said purpose. All concerned land owners/GBs/PRI leaders for the respective areas have been directed to extend all possible co-operation to the compensation assessment team accordingly. DIPRO

 

 

Orgs demand exemplary punishment to killers of youth

ITANAGAR, Oct 18: Tai Khampti Singpho Council (TKSC), All Tai Khampti Singpho Student Union (ATKSSU), All Namsai Area Youth Association (ANAYA), in a memorandum, have demanded the Namsai Additional Deputy Commissioner (ADC) to award exemplary punishment to the killer(s) of Chow Chantakung Manphai and provide adequate compensation to the family members of the deceased.

Chantakung Manphai was killed after abducted by three Chakma persons recently and his body was recovered from Reserved Forest at Diyun. All the culprits allegedly involved in the incident have been arrested and a case has been registered at Diyun Police Station, they informed.

While expressing grave concern over rising incidents of crimes, like murder, kidnapping, rape, extortions etc. allegedly committed the by Chakma refugees in  Lohit and Changlang district, the memorandum urged the ADC to conduct detailed survey of Chakma refugees to identify the genuine refugees and deport new immigrants/infiltrators. The memorandum further the demanded the ADC to flush out the Chakma refugees from unauthorized forest areas and put them to their designated camps/settlement areas with proper documents and identity card etc, proper enquiry into alleged issuance of duplicate birth and death certificates to Chakma refugees, create separate cell/department of Chakma refugees with officers designate to check and regulate their movements and activities etc.

They also urged the State Govt. to permanently solve the refugee problem in both the districts.

 

 

CM enrolled, Biometric enrolment under NPR from Oct 21

ITANAGAR, Oct 18: Chief Minister Nabam Tuki got himself registered under the National Population Register (NPR) through Biometric Enrolment late Wednesday evening last, marking the official launch of the biometric census operations in Arunachal Pradesh.

A team of officials lead by Jt Director, Census Operations, Shillong, B Chanda and Capital Deputy Commissioner Sanjay Goel called on the Chief Minister and enrolled him in the NPR through biometric system. Besides his personal details, digital impressions of the Chief Minister’s fingerprints and iris were recorded in the system that would be linked to his Aadhar card number.

Biometric enrolment of the general public would begin from 21st of this month.

The objective of the NPR is to create a comprehensive database in the country with full identification and other details by registering every usual resident in the country. This would help in better targeting of the benefits and services under government schemes, programmes, improve planning and prevent identity fraud.

“This is good. This would check the practice of double beneficiaries of government schemes and stop bogus or fraudulent voters!” Tuki observed.  He appreciated the initiative and advised representatives of Indian Telecom Industries Ltd, Palakkad that will do the biometric exercise in Arunachal Pradesh through two service providers – WebX Technologies, Guwahati and Quick Data Services, Kolkata, to take up the exercise in right earnest. He also called on them to travel to all villages – even if remote – to enroll each and every citizen of the state.

 

 

China hopeful of visa agreement during PM's visit

Beijing, Oct 18: China on Friday sounded hopeful about reaching an agreement on liberalisation of visa regime during Prime Minister Manmohan Singh's visit here next week, even though India has deferred a decision on the issue.

"Relaxation of visa regime will facilitate personnel exchanges, economic and trade cooperation," Chinese Foreign Ministry spokesperson Hua Chunying told a media briefing here in response to questions on the possibility of an agreement on the visa liberalisation for Chinese nationals.  "If we sign a deal we welcome the deal. The relevant authorities are in close communication. Whether the two sides can sign this agreement during Singh's visit I cannot provide the details. We will pay close attention to the relevant work," she said.

Hua said the two sides will sign a series of bilateral cooperation agreements covering wide range of areas during Singh's three-day visit starting from October 22.

An agreement on liberalisation of visa regime was on cards as the two countries were engaged in intense negotiations to step up economic and trade ties in the run up to the Prime Minister's visit.

However, the Indian Cabinet yesterday deferred a decision on easing visa norms for Chinese nationals, especially those travelling for business purposes.

It is not clear whether it could happen during his visit as any agreement with foreign countries has to be approved by the Cabinet before it is inked.

The Cabinet proposal sought to liberalise the policy due to expansion in trade between the two countries and subsequent increase in visits by Chinese businessmen. These visitors belong mainly to the Information Technology and infrastructure sectors. PTI

In his congratulatory letter, Governor expressed his confidence that she will carry forward the good work of her late husband Jomin Tayeng and contribute in the development of our state.

Chief Minister Nabam Tuki has also extended congratulations to Gum Tayeng of INC for being declared elected unopposed from Dambuk Assembly constituency in Lower Dibang Valley.  Gum was declared uncontested after her sole opponent, Independent candidate Mulluku Tacho withdrew his nomination on Thursday, the last day for withdrawal.

In a message today, Tuki expressed gratitude to the people of the constituency for keeping faith and confidence on INC and appreciated their gesture to give whole-hearted support to Gum Tayeng, the party’s obvious choice after the death of the veteran leader and her husband late Jomin Tayeng.

He expressed belief that Gum Tayeng would follow on the footsteps of her late husband and serve her constituency in particular and the state in general with dedication and sincerity.

While congratulating Gum Tayeng for being elected unopposed and the  Congress party president Mukut Mithi, party workers  and public of Dambuk constituency  for ensuring victory of Tayeng, Arunachal Pradesh Congress Committee  (APCC) exuded confidence  that under her  leadership  the Congress Party will work for all round development  of her constituency in days to come.

MLA Karya Bagang also expressed her immense pleasure over the unopposed election of Gum Tayeng. Bagang hoped for all round development of  Dambuk under her leadership.

 

 

Sensitization-cum-training of Upper Siang panchayat conducted

YINGKIONG, Oct 18:  Sensitization-cum-Training of PRI members of Upper Siang district is being conducted on October 18 and 19 in presence of Panchayat Raj, RD and Power Minister Tanga Byaling at DC's conference hall and Multipurpose Tourist Community hall, Yingkiong.

The awareness training was attended by 220 GPs, 62 ASMs and 7 ZPMs of the 7 Anchal Blocks of the district with great enthusiasm. During this review meeting on various schemes on RD programmes, the Director RD K. Dulom presented Power Point Presentation of district wise fund distribution and its achievements in the entire state. Dulom advised and asked all BDOs for computerization of schemes and datas and encouraged them to prepare Power Point Presentation on all the implemented schemes- showing three phases in photographs before start of the work, work in progress and work after completion mandatorily and monitoring activities should be conducted only during the works are in progress.

Addressing the PRI members  Byaling  called upon the executing officers, department employees and the PRI members to implement and utilize the fund allotted honestly and judiciously for the greater interest of the common people. And in addition to it the department officers must use their best efforts to make the Panchayat members aware of the development and schemes under the RD programmes.

The minister advised the department and Panchayat authorities to distribute works and schemes of development irrespective of party affiliations so that all can get equal share in the rural development programmes.

Director PR, K Lollen displayed Power Point Presentation on the origin and development of Panchayat Raj institutions in India and Arunahcal Pradesh in particular. He asked all PRI members to learn the bye-laws and constitutions of the Panchayat in the state.

Secretary PHE Er. Tomi Ete presented Power Point Presentation emphasizing the two most national programme- Nirmal Bharat Abhiyan- i.e. on sanitation and National Drinking Water Programme stressing on health and hygienic programme and stated that the Panchayat members have a bigger role in implementation and maintenance of all this national programme.

Earlier, Deputy Commissioner Upper Siang District Liyon Borang briefed various problems faced by the people in the district particularly due to lack of road connectivity and shortages of electricity.

Upper Siang ZPC Apel Modi , ZPM Nobeng Burang , ASM chairperson Yanggo Tayeng and others also spoke and apprised the problems and difficulties faced by the Upper Siang PRI members in front of the Minister and other dignitaries.

Free and fair election depends on correct electoral roll: Kojeen

Aalo, Oct, 18: The Commissioner Agriculture and Horticulture Hage Kojeen who is on his first phase of visit to the district as Election Observer on the  Preparation Electoral Roll has stressed on the need to prepare a correct electoral to avoid hue and cry and election related law and order problems in a meeting held with Political Parties, DEO and EROs of the district at DCs Office chamber today.

He disclosed that the Election Commission of the state has detected 27,000 double entries out of which Siang is likely have a share of more than 3000 and it is important for the Political Parties to appoint BLAs to work hand in hand with the BLOs to pin point and eliminate such double entries and bogus voters. The appointment of only 10% of BLAs so far is quite discouraging and parties can appoint one BLA for two election booths in the absence of manpower, he said.

Hearing the Grievances of the all Political Parties, he said that election has a defined set of guidelines and calendar of events and all election related works are to be completed within the ambit of those guidelines and stipulated time without any scope for complaint and rollbacks. This can be possible through the collective effort of the election machinery and cooperation of the political parties and any false declaration by the political parties and misdeeds by the election related officers will attract fine and imprisonment under appropriate section of law depending on the gravity of offence.

The Observer also visited few Election Booths of Aalo township and its vicinity. The DEO West Siang M.K. Sahoo elaborately outlined the preparation of  Electoral Roll in the district on Training to BLOs, establishment of toll free Grievance Management System, tackling the double entries and vogus voters.

He said that the election is a time bound and non negotiable process and assured the political Parties of a fair Electoral Roll. He sought cooperation from all Political Parties. Moki Loyi, ERO Aalo West also highlighted the efforts taken in the district to prepare a fair electoral roll in the district.

Representatives from Congress Gumken Lollen, District Secretary, Tummar Bagra and Kenli Pakam, President Peoples Party of Arunachal took part in the discussion and pointed out problems on voter enrollment. DIPRO

 

 

Kamba ADC clarifies on highway compensation allegation

AALO, Oct 18: A meeting was convened to address allegation made by GSU on ADC and ADO Kamba for collection of 3.5% illegally from the double lane land compensation package and demand for return of payment and resultant phase wise agitation called by the GSU was held under the chairmanship of Nyiken Lollen, ADC Kamba at his Office chamber today.

The ADC and ADO Kamba clarified their stand that they have no role in the collection of the alleged percentage but the President of Project Affected Private Land Owners Association Tumge Ete acknowledged that it was their organization which had collected the amount as agreed by the land owners prior to payment of the compensation.

All leaders including the Hirik Hiru Student Union condemned the GSU for creating an atmosphere of distrust and instead appreciated the ADC and ADO Kamba for their impartial handling of the case and absolved them from all allegations.

Lijum Ronya and Nyamar Karbak said that the GSU has no role to play in it and in case of any problem the land owners will take up the matter by themselves.

It was unanimously decided to constitute a Committee under the chairmanship of Gedo Kato, ZPM Kamba and the Committee will be responsible for all matter relating to the return of payment of the double lane compensation package and henceforth no organization will deal or contact with the administration in such matter. The phase wise dharna proposed by the GSU was unanimously condemned and house urged the GSU to refrain from such dharna. It was also suggested that the sentiments of the public should be respected and no agitation shall be allowed in Kamba.

The meeting was attend by PRI members, youth leaders including Nyamar Karbak, Gen. Secy. Youth Congress, Goan Burahs and public leaders of Kamba including Former minister Lijum Ronya. DIPRO

 

 

NGOs appeal to protect burial ground from encroachers

DAPORIJO, Oct 18: Since few years, some unscrupulous people in Daporijo Township are allegedly acting as land brokers giving birth to rampant land encroachment. Even, the encroachers have not spared the burial cum cremation ground here which has become a matter of serious concern.

Expressing serious concern over involvement of some local people in the encroachment of the burial ground cum cremation ground many NGOs, organizations, associations, including Tagin Cultural Society, All Nyishi Youth Association Upper Subansiri unit, All Upper Subansiti District Contractor Welfare Association, Arunachal Vigilance Forum Upper Subansiri unit, Gandhi Market Welfare Society, of the district have voiced against the illegal act and come forward to save and protect it from further encroachment.

While condemning the illegal act, TCS appealed to the district administration to save the public space from further destroying.

In separate press releases, every NGO has expressed their concern over the illegal act and demanded the authority to protect it. They also criticized the district administration for being mute spectator towards the serious problem.

Reportedly, encroachers are not allowing the public to use the public space for which it was meant and developed for with central fund. They (encroachers) have also removed the plate/board where the name (of Burial cum Cremation ground) of the central project was inscribed.

Most of the cement concrete wall of the burial ground has been dismantled and two sheds made for cremation completely destroyed by the encroachers. But, there is still no legal action against those culprits.

Before the implementation of the central project, the area located at out side the Daporijo town was lying unused and nobody resided there permanently. The burial ground was developed by spending crores of rupees funded by central government few years back.

Meanwhile, the NGOs, organizations/associations appealed to higher authority to take appropriate measures to protect the burial cum cremation ground failing which they threatened to launch democratic movement.

 

 

CM mourns death of Taki

ITANAGAR, Oct 18: Arunachal Pradesh Chief Minister Nabam Tuki conveyed his condolences to the bereaved family members of Late Tabin Taki, former AAPSU president and a prominent leader of Pangin Assembly constituency, who passed away recently following ill-health.

He observed that in Taki’s death the society has lost an endearing public leader, who in his youth had served the student community with self-less dedication. He prayed for eternal peace of the departed leader and strength to the bereaved family members.

Member of Parliament Takam Sanjoy while expressing grief and sorrow over his untimely demise said that Taki was a prominent leader of the state who carved a niche for himself by sheer dint of his hard-work as a student leader.

“His untimely demise has created a great vacuum not only in the life of the family members but the entire State as a whole,” Sanjoy said and prayed to almighty to rest his departed soul in eternal peace and give enough strength to the bereaved family to bear the irreparable loss.

Arunachal Pradesh Congress Committee also deeply mourned the untimely demise of Taki, former BCC president of Panging block, who passed away on Oct 16 at CMC, Vellore  after prolonged illness.

In a condolence message, Education Minister Bosiram Siram said  the contribution of Late Taki, a prominent social worker and former AAPSU president and general secretary, for  social-upliftment of poor and downtrodden people of the state will be remembered for ever. His demise is certainly a great loss for all of us, minister said.

Check soaring prices of essential commodities

Dear Editor,

Through the columns of your esteemed daily, I would like to draw the attention of the authorities concerned and conscious citizens towards the rising price of essential commodities in the Capital Complex.

The people with low income, particularly the poor people including working class are facing extreme difficulties in running their family due to soaring prices of commodities.  It is seen that a large number of below poverty line people living in the Capital Complex are also facing unbearable situation due to sky rocketing prices of commodities.

The  prices of vegetable items  like green vegetables, potato, tomato, garlic and onion etc  in Capital Complex are more than  double  the  prevailing prices in Harmuti markets in Assam. Apart from this other day-to-day essential items like atta, dal, chapatti, etc have also rising at an alarming rate in the Capital Complex. The increasing prices of essential commodities are also badly affecting the daily life of students with poor economic back ground  who are  studying in various institute of the Capital Complex.

Therefore, I request the Capital Complex Deputy Commissioner and the Itanagar Market Welfare Association to take immediate step to check the price rise of essential commodities and bring the situation under control for greater interest of the common people.

Working age populationincreasing in India

According to latest World Development report brought out by the World Bank India's medium-size businesses are not growing and the share of informal workers in organized firms is up from 32 per cent in 2000 to 68 per cent in 2010. A majority of firms are born small but in India they also tend to stay small, the report said adding in India, the productivity of a 35 year-old firm merely doubles and its headcount actually falls by a fourth. As a result, there is a “missing middle” of medium-sized firms.

The report also highlights how the world of work is rapidly evolving. Demographic shifts, technological progress and lasting effects of the international financial crisis are reshaping the employment landscape in countries around the world.

Calling for a strong urbanisation policy for India for creating better jobs, the report also emphasized the need for labour policies that were not too stringent.

With the working age population increasing by 7 million people each year in India, accelerating urban development and increasing labor flexibility are key to creating jobs in more productive activities, thus sustaining growth and reducing poverty, the flagship publication from the World Bank said.

Vibrant cities and economic clusters can invigorate firm dynamics, help fill the missing middle and result in more productive jobs.
